When is a child not considered a minor?

My husband said he is required to keep his daughter, who is 19. on his Health Ins. Child Support case is closed since she turned 19. She lives with her mom and stepdad. And is not in school.When is a child not considered a minor?This could be a part of the original court order. It is not addressed under the provisions of law as regards support, though many states support runs well past age 18.
