Does 13yr child need European Health Insurance Card (E.H.I.C.)?

My grandson is playing in a Football tournament in Spain, in a couple of months.

Will he need a European Health Insurance Card (EHIC)

If he has travel insurance (to cover him in case of accident or illness) is that adequate?, or does he need the E.H.I.C. card too?

if he has only insurance, then he may have to pay first for medical treatment, then claim back on the insurance and that's when the problems start

the travel insurance is most important; but the EHIC may well be a requirement of the travel insurance.
