How long does a child stay on health insurance?

A friend of mine if technically considered a independent in Texas but here is the story: her mother got pregnant by her cousin they did DNA testing the whole 9 yards there is a .05% chance he isn't the father. Her biological mother lost coustity of her and her father got full coustity but the biological mother pays child support. Around 12 she was bitten by a brown recluse and wasn't treated for 3 weeks because her stepmother hates her because she is proof her husband slept with another women, they where not married at the time, she ended up being treated because she passed out in school and the nurse found the bite already destroying her knee. After they sent her to the hospital her step mother told her family the doctors said no visitors however it was later discovered she was trying to force her away from all people so she would be "trained" when the doctor finally got curious and called her aunts and asked why they didn't show up it was all revealed. The stepmothers father ended up taking my friend they didn't call the police because they didn't want it worse for my friend. She turned 18 December and hasn't graduated high school yet and her biological mother lost her job and can't pay child support. So her step mother said she didn't have to pay health insurance and already dropped her off her insurance. Why would the step mother who has no physical relationship with the child, ever be required to cover the child's insurance?



The rest of the story doesn't add up - the girl in the hospital and the doctor calls non-custodial relatives... it would never happen.
