Father of my child's health issues impairs his ability to care for her.?

he has severe vision %26amp; hearing problems and doesnt watch over her well, do i have to let him take her if i fear for her safety?Father of my child's health issues impairs his ability to care for her.?Can you not ensure that while she is with him there is someone else there who can look out for both of them?
